Do not disturb with Block numbers not working

I have both "Do not disturb" and "Block numbers" on and I am still getting calls from random callers. I have my "Do not disturb" and set to allow contacts only, as well as  "Block calls from unknown numbers"  and "Block spam and scam calls" with all options on and I am getting callers from random people (likely scammers). This seems like a bug maybe with recent updates.

Not sure how they are getting through the Do Not Disturb, but for the Block calls from unknown numbers, this option is only for calls where the number is not sent, any device that sends it's phone number will still come through.  So if you see the number, or even a location name (like City, State) then the number is being sent, and the filter does not apply.

For Block Spam and Scam calls, these numbers would have had to have been reported by another person to be added to that list, and then get blocked.
