I believe that is related to face identification unlocking which enables the camera app to verify your biometric settings

This is exactly what makes the camera ring light up when unlocking the phone.

Ensure Face Unlock is enabled for this animation.

Also, please ensure that Settings>Biometrics and Security>More biometrics settings>Show unlock transition effect is enabled.
