Could have on battery save or also Could be the battery showing age

Check to see if you have battery protection on. If you have it enabled then it will protect your battery life by preventing it to charge to 100%.

Turn that off then you can charge to 100%

Or you can try just uncharge for few second then charge again- works on my S24+
