Try going to your bluetooth list and unpair the device.
Please let me know if this works.

I tried that, but I've never paired with it so it doesn't show as a listed device and my Bluetooth is off as well

Sometimes Nearby Devices has the tendency to show devices you don't own or have not paired with. I have noticed this before, but usually it resolves itself in due time. You shouldn't be able to use the remote controls shown in that.

Do you know if there's a setting to disable this? It shows up even with Bluetooth off

Go to Settings / Connections / scroll down to More Connection Settings / turn off Nearby Device Scanning.
Did that resolve the issue?

I am having this same issue when my son watches Netflix on his tv. Turning off nearby scanning doesn't work. The only thing I've found so far is to turn off wifi since they are on the same network. This is extremely frustrating.
