As for Samsung Health Application, I would recommend long pressing on the Samsung Health app icon and tap the info icon from the menu that appears. From there go to storage>Clear Cache
If the app still isn’t working, you may wish to clear the entire cache partition on your device. Make sure before proceeding further to back up any important data. If this is not working, the next option I would recommend is trying to perform a Factory data reset and see if this resolves all of the symptoms. https://www.samsung.com/us/support/answer/ANS00062029
If the symptoms reappear or occur once again, I would recommend submitting an error report. These reports will go to our engineers, so that they can look into the situation further. Galaxy S23I have a number of 2FA set up so a factory reset would be quite a pain.
This is not an unrealistic expectation to have, to have a functional experience given no user modification. I'm on an unroofed phone and have never messed with developer settings (until trying to troubleshoot this issue)
