Need help with a issue with my video recording on my S23 Ultra.

I this picture you will see the place I am asking about. The problem is I can't change this. And when I try to it says can't change because of current ratio. 
So I am asking if someone can help explain to me why this is and what is it talking about and how to fix this to where I can change it!?!

You have to select Full and change it to 9:16 is the only one you can record 30 frames in.

No I never would have thought of that! I thought that was for you to have the choice to use all of you screen or not. But it worked. Thank you for your help with this.

Now, I've got UHD 4K 60fps Vids I've shot in Pro Mode >
AM I INCORRECT that FULL ratio, UHD 4k, was ONCE POSSIBLE IN 30/60FPS optimal light!?
I, now, must film in 16:9 or drop to FHD Resolution with 60fps keeping Full Ratio.
Was this a confirmed downgrade or change after updates...
Or is the Advanced Camera Settings App, from Galaxy Store something to do with an odd setting I don't understand?
