I have tried everything hard reset safe mode phone will not update I keep getting this message the phone is on android version 13

Use frija to download latest version for region XAA or FKR. Use Odin 3 to flash it to device. Info can be found in xda.

Assuming you have a computer, you can try to force an update by downloading Smart Switch for computer and then connecting your phone and choosing software update (I forget the exact wording).  If you don't have a computer, you may have to find someone willing to let you connect to theirs.

Have you tried the Smart Switch method or are you just assuming it won't work? In any case updates come through your carrier, so contact them.

My s22 ultra updated no problem smart switch doesn't give me the option to update my phone
