You should be able to, but if you can't and have tried deleting the cache partition already, try going to device care and select optimize. Optimization will close all apps running in the background. After optimization, check the recent apps and see if they closed and then reboot your phone and see if that fixed the issue.
PS: You should optimize after each update completes, even though the update process should do it. Also, download Good Guardians from the Galaxy store and then the app optimizer app and run that.
