S23 not updating to latest UI

Hi, my S23 is not updating, last update I received was in August 2023 (roughly when I got the phone). I know there have been plenty updates since then. When I try to check for the updates manually I get message that it is up to date.

 

I am in Sweden using dual sim (one Swedish Tele2, and another on roaming) if that is relevant info. The phone is not locked to any provider (or it should not be at least).

 

What would be the solution to update the phone?

Have you tried do a smart switch backup and a factory data reset?

I have tried smart switch (no option to do update there) and I want to avoid facotory reset
