S23 ultra New update issues

My phone (S23 ultra, One UI version 6.1, Android Version 14 ) just had a software update.

           Verizon

• System Update 23

Now my phone wont play any sound from any apps and videos are flashing.

• YouTube
• FB
• IG
• Snap
• even videos recorded with the camera

An now when I try to record a video is says "Warning Recording Failed"

If I try to change ringtones is says "Sorry player does not support this type of audio file"

All options in "Sound quality and effects" are completely gray and cant toggle anything on or off.

I've done clear cache partition but that didn't fix anything.

Enabling developer mode then restarting, seemed to have fixed it for me some how. I didn't really change any settings. hope it works for whoever else may have this issue after the update
