Volume bar delay

When I click my volume button, there's a big delay between the volume changing and me clicking the button. Safe mode fixes the problem, but also when I delete an app, it fixes for a second or two, then it happens again, please help

Check slow keys setting under accessibility > make sure it's greyed out.
