Galaxy S23Try resetting your Network Settings via:
Settings | General management | Reset | Reset Network Settings
You could also try resetting your phones cache partition if the above does not help, as this is sometimes required after an update.

Since resetting the settings, Safe Mode, and clearing the cache partition has not helped, the next step would be a factory reset of the phone. https://www.samsung.com/us/support/answer/ANS00062029/
