The device will either set it's time zone based off of GPS (auto) or can be manually set to a specific Time Zone. Which of these two options is what you are looking for?
Settings | General Management | Date and time | Automatic time zone
Setting the above to on will get you the time based off of your current location, turning it off will allow you to set a specific time zone.
