Galaxy S24If dark mode is enabled in the display settings, you also have to enable it (don't use system default) from within each app. Forcing dark mode in developer options only works until you restart the phone. Select Dark theme in each app setting that supports the option.
Not sure why it can't be a permanent setting, though.
