As this screenshot shows, in Developer options show, you do have the ability to adjust how quickly windows animation works. The three default at 1.5 seconds. I've changed mine to .5 . I can tell you the 3 seconds saved shutting down back ground windows can be a big help. Not leaving tabs or unused apps open is a good habit to break.
