There is a Samsung capture update in the store. 

IT BRINGS BACK THE ABILITY TO CREATE A GIF IN SMART SELECT.

It also has some minor improvements to smart select like being able to drag the box around.

Update to Samsung capture. Adds creating a GIF to your new smart select features. Make a box with smart select and click 3 dots and you will see create GIF option now.
