How can I get my Quick panel when phone Is in home screen to drop when I pull down?

How can I get my Quick panel when phone Is in homescreen to drop when I pull down. The whole menu drops down when (locked) I want the panel where the brightness shows to show when I pull down when phone is locked.

Pull the quick panel all the way down tap the edit pencil and always show brightness control
