Sorry, but they haven't said anything about moving it back to the top of the keyboard if you want it on the top you will need to download Gboard from the playstore to have it on the top

If you don't like having the microphone button in the lower left corner, you can add that function to the spacebar.
Go to Settings > General Management > Samsung Keyboard settings > Swipe, touch, and feedback > Touch and hold spacebar. Change the setting to Voice Input. Now you can activate voice input by long-pressing the spacebar.
