Portrait Video Glitching

Does anyone else's background blur while in portrait video, glitch like crazy?? It looks so bad. Is there an option to fix this?

I know Samsung added a feature to blur or mask backgrounds when using portrait mode.  I believe it's a circled dot on in the viewfinder.  Are you sure it has not been turned on?
