My password was incorrect for PayPal, so I found the correct password and inserted it, but Samsung Pass is not registering the new password, or giving me an option to save it as an updated password. Why is that?
You can edit the password in Samsung pass. Open Samsung pass, verify it's you, go to sign in info and find your log in. Tap it and change the infomation and save it.
