Samsung browser saving cookies even with Block All Cookies

Why does samsung browser save cookies even when I have "Block All Cookies" option turned on? Is this a bug or intentional?

Even with that turned on, most websites have a required cookie for functionality or something. You can always just clear your cache and cookies after you leave every website.

Noticed this myself I don't know if they are 3rd party cookies or site I

If this was site data, then it should have cleared when I deleted all site data. However, it doesn't, so I assumed this is cookie data.
