I just recently got a new truck but when the phone is paired the volume is not nearly as loud as the radio. I asked dodge about this and they never heard of the issue. 
On a side note, I was tuning my guitar with guitar tuna app and it was giving me completely wrong tuning directions. I ended up breaking strings. Grabbed my work phone, downloaded guitar tuna and I was able to tune it perfectly. 
I've reset and updated phone but still have the same issue. Is there a special setting?

Have you made sure, when the phone is connected to the car, that the Bluetooth volume slider is all the way up?  This slider only appears on the volume panel when a BT device is connected and may be set to a lower volume if you regularly use earbuds or headphones.

@hiress When we connect any phone to our Ford Edge, the audio volume is extremely low. To use Bluetooth music we must raise the volume to crazy levels. And then we forget to crank it down when we aren't using the phone our ears get blown up with the load volume from the regular radio. We never solved it, so we never use Bluetooth music in our Edge.

Ive played with the Bluetooth volume and it still makes no difference. I hooked up my iPhone again and boom, volume blasts. It's an android setting, has to be.
