Not sure about word art specifically but you might like the PenUp app. People take simple sketches for coloring and turn them into amazing works of creative art. Search "word" in that app and you can see what people submitted
PenUp is very good but it doesn't support word art. I can draw letters in it but that's not what I am looking for. I want to type the text, change font attributes, and background.
