According to several websites, Best Face is only available if you're taking motion photos.
On my S23, to take motion photos, I tap the icon in the screenshot so it turns yellow (these icons are across the top of the camera app on my phone). I assume that the S25's camera is similar.
PC Magazine's website gives the following instructions on how to use Best Face after selecting your motion photo in Samsung Gallery:
"To access Best Face, tap Edit, then tap the icon with four circles. You select the face you want to change and get several options from the motion file. You can also select particular expressions by scrubbing through the motion picture."
