I believe that this is an issue with One UI 7.0 and the issues they found that are preventing it from being installed on other devices. It looks like Samsung has halted all work on the S25 side of things until this can be released, causing the updates to not get pushed from them. I would have to check again, but I believe that my S24 Ultra had a newer version (even though it was in the beta).
Any issues stemming from UI7 is a Samsung problem, not a google one. If UI7 is the cause then it is on Samsung as Google has no part in UI7's development or release, other than the release of Android itself, which happened in October.
