When you press, hold, and move an icon onto another icon, a folder is formed.  Subsequent apps can be added to the formed folder by either dragging the app into the folder or tapping the "+" on the upper right to add your app (the + is only available after the folder is formed), and you can name the folder.  You can then place the folders in the order you want. You should see two pre-formed folders at the very beginning of the apps array--Google & Samsung.  You can also create folders on your home screen so you can minimize the number of home screen  pages you have.

I'm with you, though, on allowing the alpha sort on the horizontal scroll. At the very least, if you alphabetize on the vertical scroll, it should keep the order if you switch to the horizontal scroll.

Don't have time to do what?  Arrange the apps the way you like them or send an error report? On the first, you will have to live with it until they fix it.  Either learn to work with the vertical scroll to keep things alphabetical, or arrange your apps on the horizontal scroll in a way that makes it easy for you to find them. On the second, if you don't send feedback, it's not going to change.

In One UI 7, why can't we have the option to sort the app icons alphabetically when using the horizon app drawer option? This is so unintuitive.

Is it possible to get back the horizontal app drawer? I've seen the workaround of using custom sort and clean up pages, but that still doesn't sort fully alphabetical.

Here's my suggestion for the horizontal sort being alphabetical. No, I don't have a way to do it, other than to manipulate the apps into their alphabetical position manually, but I do suggest flooding the developers with bug reports that it does not do that and you want it to. The more requests they get for it, the more likely they are to fix it. I'd like to think it was a coding oversight but, in any case, they should know what people want, and the only true way to get their attention is to flag it for them in feedback.
