Phone unlock

I tried to activate one I recently bought, but not sure how, locked the phone and can't power or restart it now!

Very frustrating as it tells me to try again after so many hours! 

Is there a way to reset it, even though all the data will go away but I still have the old phone and can try to activate it again.

Not sure if you mean the lock screen i.e a pattern or password or something else

Are you signed into google on that phone? If so i might be able to help.

You have encountered a security lock. You have to provide your Google account email address and password.
