Galaxy Watch Ultra measures heart rate incorrectly

I use the Samsung Health app on my Galaxy Watch Ultra, and I noticed that my heart rate remains elevated during rest phases of my workout routines after exertion (150’s bpm) and doesn’t correctly reflect my resting heart rate (60’s bpm). What fixes this issue is running an oxygen saturation measurement, which seems to reset the heart rate sensors (in my opinion).

I've noticed this as well since I got it on release. Also my orange band has dark spots that are not going away.
