How do I diagnose my watch to find out what is going on? And why it is not registering it with wearable and collecting sleeping data

@chonegoo That screenshot shows that it is collecting sleep data. If not, you wouldn't see those bars. 

What phone are you using?

Is it actually connected to the phone through the Wear app, or just connected via BT? Did this just start happening, as it appears it had been working? Perhaps you should try removing the watch from the Wear app, rebooting the phone and then reconnecting it.

I did it is that a couple of times yeah, it just doing it yesterday or the day before

Have you tried deleting the health and wear apps' cache and/or the phone's cache partition?
