This is not something that can be publicly signed up for. You have to be selected by Samsung to participate, and they will reach out via the email you have registered to your Samsung account.
Not sure what the requirements are to be eligible to join, but for participating I get 5000 Samsung Reward points per tablet, per month. I currently have two tablets and get a total of 10k points each month.
