TV reset and stuck on step 3 of setup

Did a factory reset because the tv menu was not responding.  TV is now stuck on Step 3 and unable to clear/ go back, or reset again.  Prior post says there is a solution but its just a setup video.  Cannot get into menu to do a reset.  Turning tv off and unplugging if for multiple minutes and turning it back on just brings up step 3 again.

I was having the same problem.  My remote wasn't acting right, so I did a factory reset.  I then got stuck at step 3 of the setup.  I was using smartthings app on my phone to attempt the setup.  I ultimately ended up reconnecting my phone's bluetooth to my tv to get past the step 3 issue.

Hello,

I was able to fix this.  I disconnected the bluetooth connection my phone previously had to to my TV.  When I reconnected my phone bluetooth to my tv, it progressed with the setup.

I had the same issue with my 2019 series 7, model UN70NU6900FXZA.

I used the 2nd method on this site to access the secret menu for techs and then reset to factory under options. Hope it works for you.


HardReset.info:
Second method:
In the beginning, turn the TV off by pressing the Power button on the remote.
SAMSUNG QE55Q7FN Power button
Then press the buttons on the remote in this order: Mute, 1, 8, 2 and Power.
Now TV will turn on and the Service Menu should be on the screen.

Use the Arrow button to move through the menu and OK button to confirm selections.

You should try and access the factory maintenance menus where there is another factory reset.  This worked for me after my QLED TV was hung at Step 3.  Assuming you can still turn the power off to put the TV into standby mode (I could) and have access to a Samsung remote with number buttons, you should try the the approach described here.
