The motion sensor timeout and night mode just don't work on these FrameTVs. I've tried completely empty rooms and also quite dark rooms but the TV will not go off. I have spent hours on the phone with Samsung Support team and they also sent out some technicians to see if they need to replace TV/sensor. The techs came out and deemed everything is working fine by completely covering the sensor with a towel tightly pressed around the sensor. This is an unrealistic scenario in real life. The only way the sensors seem to work is if you completely block every ounce of light and motion from them. I have other photo frames in the house where light and motion sensors work flawlessly to turn them on/off. It is a pity that Samsung has built such a beautiful product but has not gotten this simple piece right :-(!
 
Anyway, I gave up on trying to get this motion/light sensors working and switched strategies to use a SmartThings Routine to turn on/off. I added 2 routines to turn on Art mode when I entered the room and turn off the TV when I left the room. I was able to do this by triggering off the door lock status (of the door to my ADU/office where the FrameTV is mounted.) Alas, I ran into problems there as well :-(! After a day of using these routines the TV went into a bad state. It would not power off sometimes, home button would not work sometimes and the Settings dialog completely stopped working. The only way to get the TV back into a good state to access the Settings dialog was a hard factory reset of the TV and going through the first time setup again! I've now done this a few times and given up.

Has anyone else tried something like this with SmartThings Routines and had similar issues?

I've had similar issues with my samsung tv when using alexa routines to power on and off the TV where then the remote won't even turn it off or it will become unresponsive in smartthings.

This is unfortunate. Have you contacted Samsung on this and have they acknowledged an issue?
