Card not found by Wallet and can't be added because card registered with Pay

Samsung Pay was replaced by Wallet yesterday and it shows I have 0 cards on file.  So I tried to add my credit card to wallet again.  When I try to add the card, I get the error:

"Register another card?

This card is already registered. The card information you entered will be deleted."

I had the same issue, only my membership cards were showing up and my payment cards disappeared and couldn't add them.

Here is how I solved the issue:
1. Go to App Info for Samsung Wallet
2. Go to Storage settings then clear cache and clear data
3. Restart your Phone
4. Open up Samsung Wallet and try adding your payment cards.
