Make Tab indent instead of navigate?

Hello, I have a question relating to the Tab key when using apps like Notes or Google Messages. I'm finding that if I use the Tab key (added from Keys Cafe to my keyboard, or if I were to use a physical keyboard's Tab key), it doesn't add an indent as expected, but instead switches into a navigation mode. That is to say, I could then use arrow keys to navigate on-screen buttons, which is great for accessibility, no doubt, but really frustrating when I'm typing a script on Notes and trying to indent, instead it jumps into navigation. 

As for my on-screen keyboard, I could fix it by pasting a "tab character" into Keys Cafe and making that a button, giving the intended functionality, but my physical keyboards are still doomed to be unhelpful. Is there any way on a system level to turn off the Tab to navigate and instead only indent?

@cleverEyes Each application can determine what action is taken when a tab key is pressed. It really would be up to the developers to change the behaviour of their application.
