Messages not being delivered

Sometimes when I sent a message to the person it doesn't sent it. I'm using Samsung Messages. 

If it says delivered the other person won't see the message. 

If it says sent the other person will see it. 

My carrier is Metro by TMOBILE 

And the other person is on Verizon using a iPhone.

There us st times a issue with messages and normal texts i.e android not sure the reason but see mentioned from time to time

This isn't an issue. The other person must enable RCS. But if the feature is not available, well sucks to be you. SMS is pretty old and you know Apple and Samsung arent along with each other

It only started happening with the new number that person got.

Yes there is. SMS doesnt support what Android RCS use. Which then leads to issue with texting. But with a new update on iOS, theres an RCS feature which i dont really know about it.
