Can't shut off multi-window on Tab9 FE

I've tried switching multi-window for all apps on and off, and restarting my device after doing so each time, but my apps always open in a floating window still. Every tap opens a new window and it's annoying. Any advice?

It could be that the "Dex mode" is turned on, so swipe down to get 'quick panel" and find "Dex". If it is on, tap it to turn off
