Is there a way to convert a normal video to a wide screen video?

I want to convert a normal video that fills up my phone screen to wide-screen for a video lockscreen on my Tab S9 Ultra.

That will just distort the picture if it's even possible. Never heard of formatting videos. Maybe you're on to something.

You can convert but it won't fill the screen it will actually shirk it. However to make 16x9 or widescreen aspect ratios when you're using your phone to record your lock screen video all you need to do is record with the phone left to right and the record mode set to 16 by 9 aspect ratio now when you set it as your lock screen it will fill up your screen or tablet also with the tab S9 video services like YouTube and Netflix if you want to fill up your entire screen when watching a show or movie simply pinch the screen and zoom it into full screen mode this will work on YouTube and Netflix and Hulu so far and some of Disney Plus.
