Password(s) are not working to access my device.

Unable to remotely factory reset through the Google Device app.

What should I do?

You need to hold the buttons longer to power it off and then follow the steps above

With your device powered off, press and hold the Volume up and Side buttons simultaneously until the Android Recovery screen appears. 2. Press the Volume down button until Wipe data/factory reset is highlighted, then press the Side button.

But you will need to know your Google and Samsung Passwords to re-setup your device

I'm unable to power off the device. When I do so it requires a password.

It appears to have worked!!!! You're the best.

I did the memory wipe and then rebooted.

Now I am in the original set-up from when I purchased this back in Dec.
