Tablets@trebor68 It looks like this might be a limitation only on the Tablets. My Tab S10+, like your S9+, doesn't have Korean.
But my S23 Ultra, Fold 6, and Flip 6 all have Korean as an option. They are all running 6.1.1.

Tablets@trebor68 it is kinda weird that it is not offered on tablets. The language packs are downloaded from Google servers, not Samsung.

Tablets@LongHiker I wonder if it is a Google thing, the language packs for live caption are downloadeded from Google servers not Samsung servers.
