Well, perhaps the Google apps were hidden by those parental controls. If you are not the controller of the phone, then there is nothing you can do, except appeal to whoever has control of it. If you don't know who has control because it is a used or refurbished unit, return it and buy a real, unfettered phone. You cannot get around a phone administrator unless you know who the phone administrator is.
It's installed on your phone by default. If it is not on your quick launch bar, it would be in the Google folder in your apps drawer. The Google folder is usually the first item on the apps screen. You can always access the store via a web browser, but it's definitely on your phone somewhere.
Android is a Google product. ALL Android phones have Google installed. If you just purchased the phone, return it. Factory resetting the phone would return it to it's original software state. You cannot have an Androidvphone without having Google apps on it. Which phone do you have?
