Is it possible the other party accidentally or purposely blocked you, or is having problems with their network? It would be unusual for the messaging app to pick and chose ONE contact to not send to. Messaging is a carrier issue, so the problem would either be you are blocked or their carrier is having problems. If your carrier was at issue, no one would be getting messages from you.
