If an app doesn't send notifications, the toggle is usually greyed out. This is embedded in the app itself by the developers. Which app is it?
Also, if you do not have notification categories enabled (settings/notifications/advanced settings/manage notification settings for all apps) you won't see if there are any categories for that app that can be enabled. However, it is more than likely that the app itself simply does not send notifications.
