The top row generally self-populates depending on who you share most with. On the bottom row you can select favorite apps to share to. You can include contacts in your favorites. When you hit the share icon that brings up that panel, scroll all the way to the right until you get to "more". Tap that and an apps screen will come up to select which apps you want to add. As you share with people, the people you share with most frequently will appear in that top row.
