Incoming texts with "blue dot" not visible on MS "Phone Link"

What do the small blue circles mean in the large circle with the identifying letter left of the text message?  Text messages I receive from senders with that blue circle are not sent to my Phone Link app on my laptop.  Messages sent by senders without the blue circle are recognized and displayed in Phone Link.
