Phone won't reset to factory reset

Why won't it let me reset my phone to factory it asks for my e mail

It's trying to verify if you are the owner of the phone. It appears to still bound to who ever set up the phone.

No problem. More than likely they need to release the phone from there google or samsung account which can be done anywhere.
