Definitely check your apps it's not samsung. I know we have a lot of bloatware on our phones, but none do what you are saying. If the app that is causing the issue, check if they have a paid option to remove ads.
You have adware on your phone or from a third-party app placing them on your phone. Only download apps from Google Play or Galaxy store to prevent (less likely) shady apps installing adware on your phone.
