I can't seem to be able to find the smart view on my Samsung Galaxy A14 phone but my Samsung Galaxy A23 has the smart view though even though the A23 is an much older phone than the A14

A23 is slightly higher end than the A14. Samsung just probably cut corners.

But if Smart view automatically comes with the 6.1 why doesn't my A14 have it then since I just updated my A14 to the 6.1

I'm not sure. And, not all features are the same between phones even if they are both on 6.1. But, you should have the same style notification shade as I do. You get to what I have by swiping down twice. One swipe shows the notifications, 2 pulls down the entire shade.

Yeah...looks like your phone doesn't have it then, unfortunately. If it did, it would have been fixed on the bottom left besides device control. I'm really sorry. Have you considered getting a Chromecast dongle and casting that way?
