Updates for unlocked phones

I purchased my  unlocked S21 Ultra from Best Buy. My carrier is AT&T. Are my update releases governed by the carrier even though my phone is unlocked?

Yes. The carriers test and approve any software which will be used on their network. Therefore the carriers test, approve, and push out software to unlocked devices on their network. They don't want unknown software taking down their network.

FYI: My unlocked at&t s21 ultra just received its 2nd update this month.
