What is the picture allowed in picture option is used for and how to use it

So let's say your using youtube. You put on a video but you want to listen to it on another app or something. That's what it is.

It's just the pop-up window that appears when you exit out of the said app to continue viewing, but not all apps can appear in that pop-up.
