Try this: open your gallery and select the picture you want to use as a wallpaper>tap on the 3 stacked lines in the lower right row of icons>tap set as wallpaper.

Settings >Display >Screen Saver >Photos on supported devices. If talking about submitting for others to use, maybe customer service.
